The series is set in a dystopian future in which Britain is under the hold of this Home Office's Department of Public Control (PCD), a tyrannically oppressive bureaucracy riding roughshod over the population's civil liberties. Edward Woodward plays a writer on the last independent newspaper, Jim Kyle known as the Star, who begins to fight the PCD covertly and turns renegade. The PCD's officials try to give proof of Kyle's subversive actions.
