Chiefs
Recorded at the October 1968 conference in Hawaii of several hundred authorities chiefs of the International Organization of Chiefs of Police as they see demonstrations of terrible anti-riot tools, sing patriotic tracks, and protect their policies before the video camera. Although recorded with the permission of the principals, the view is unsympathetic, often funny, and more frequently frightening.
