According to the official timeline of Blade Runner 2049, this failure leads to trade and financial markets being chucked into insanity cities tripping down, and food supplies. There isn't any proof about what caused the blackouts, but Replicants -- that the bio-engineered robots featured in the Blade Runner, are blamed.
